Notice to Contractors: CUPCCAA Qualified Contractor List

NOTICE TO CONTRACTORS: 2026 CALENDAR YEAR

Subject: Invitation to Register for the Moreno Valley Unified School District CUPCCAA Qualified Contractor List

Registration Deadline: Ongoing (Registration is valid for one calendar year)

In accordance with the State of California Uniform Public Construction Cost Accounting Act (CUPCCAA), the Moreno Valley Unified School District (“District”) is inviting all interested licensed contractors to submit their company information for inclusion on the District’s Informal Bidding Contractors List for the 2026 calendar year.

The District has elected to become subject to the CUPCCAA procedures, as set forth in Public Contract Code §22000 et seq. This Act allows the District to utilize informal bidding procedures for public works projects between $75,000 and $220,000 (subject to current Commission thresholds).

1. Registration Requirements

To be included on the list, contractors must provide the following information:

Company Name and complete mailing address (including zip code).
Contact Name, telephone number, and a valid email address for receiving bid notifications.
Contractor’s License Number(s) and specific License Classification(s) held (e.g., Class A, B, or specific C licenses).
DIR Registration Number: Pursuant to SB 854 and Labor Code §1725.5, no contractor or subcontractor may be listed on a bid or awarded a contract for a public works project unless registered with the Department of Industrial Relations (DIR).

2. How to Register

The Moreno Valley Unified School District utilizes the PlanetBids portal to manage contractor registrations. To register, please visit the District’s portal: MVUSD PlanetBids Portal

Note: Even if you have registered in previous years, the CUPCCAA regulations require an annual update to the list. Please ensure your DIR registration and insurance certificates are current.
