FEE CATEGORIES
Category 1 (Facility Free Use)
No charge for facilities use; however, Utilities, Personnel Services will be charged if it is needed for the event.
- School district programs/activities related to education, such as school plays, athletic events, authorized staff meetings, and approved student body activities.
- School-related organizations (e.g., PTA/PTSA, Booster Clubs, Band, Football), MVUSD employee organizations, county/state school organizations, and other school districts.
- Youth-oriented organizations such as the YMCA, YWCA, Boy Scouts, and Girl Scouts.
- Civic and service organizations benefiting the adult community, including the Rotary Club and Elks Club.
- Government agencies hosting non-profit community activities, such as congressional hearings, elections (polling places).
- Community emergency/disaster shelters, such as those operated by the Red Cross.
Category 2 (Direct Cost)
This reduced rate applies to organizations that do not fit into Category 1 and do not charge admission or solicit fees/contributions during meetings.
- Non-profit organizations holding 501(c)(3) tax-exempt status. These groups will be charged for facility use, utilities, and staffing at 100% of the direct facility operation cost. A valid Employer Identification Number (EIN) is required.
- University or colleges conducting classes.
- Child-care providers operating through a joint-use agreement (e.g., YMCA, City of Moreno Valley Parks & Recreation).
- For-profit organizations that do not charge admission, such as commercial dance studios or insurance sales presentations.
- Any group from Category 1 that charges admission fees but does not use funds for the welfare of MVUSD students or other charitable purposes.
Category 3 (Fair Rental Value)
Applies to organizations that do not hold 501(c)(3) tax-exempt status or otherwise qualify for Categories 1 or 2. These groups will be charged facility, utility, and staffing fees at full market rates.
- Organizations without a 501(c)(3) such as clubs, groups or associations without proper documentation.
- Religious groups without 501(c)(3) verification or using the space for profit-based events.
- Private individuals or events such as craft fairs, trade shows or vendors selling product including sales meetings.
- For-profit organizations such as sports leagues run as a private business.
- Any group from Category 2 that charges admission or solicits contributions without using the funds for MVUSD student welfare or other charitable purposes.
