Long Range Facilities Master Plan

The Long Range Facilities Master Plan (LRFMP) is a strategic road map that identifies both a vision for education and how the built environment will support that vision for the next 10 years.  The Master Plan was co-created with District stakeholders through multiple engagement points throughout the process.

Design Guidelines were created in tandem with the district’s educators to establish design parameters for each space type which is applied equitably across all campuses in the Master Plan Site Diagrams.  These values-based Design Guidelines for the future are one of the key drivers of the site plan diagrams along with Facilities Conditions Assessments, which analyzed the nuances of needs across each individual school campus by engaging with their Principals as well as District Maintenance and Facilities staff.  The Master Plan Site Diagrams are reflective of the needs and strategies outlined in this documentation and are programmed to accommodate the enrollments projected in the Demographics study.

The State of California also requires a LRFMP when Districts apply for state grants that can be used for the construction and modernization of school site facilities. 

The LRFMP process and resulting strategies were all developed to support Moreno Valley USD’s Vision, Mission, and other District goals.

During development of the Design Guidelines (also known as the Educational Specifications), the Educational Visioning Committee and those involved in the Focus Group meetings, convened to discuss instructional shifts over the last decade and ten years to come, and what those instructional shifts require from the built environment. This Learning Space Design Framework translates the six competencies from Moreno Valley USD’s Portrait of a Graduate into the built environment.
