The Civic Center Act: Education Code (Ed Code) Section 38130 – 38139 stipulates that citizens, Parent-Teacher Associations, Girls and Boys Scouts, veterans’ organizations, school-community advisory councils, senior citizens’ organizations, clubs, associations for recreational, educational, political, economic, artistic, or moral activities of the public school districts may engage in supervised recreational and other meeting-type activities on each and every public school facility grounds and facilities within the state.
Rules and Regulations: Ed Code 38130 – 38139 further states that the school district is to manage, direct and control the use of school facilities by the governing board of the school district. The purpose is to (1) aid and assist and encourage any activities in ED Code 38130 – 38189; (2) Preserve the order in school facilities and school grounds; (3) Activities shall not interfere with the regular conduct of school work.
What is NOT permitted: Any use by an individual, society, group, or organization for the commission of any act intended to further any program or movement for which the purpose is to accomplish the overthrow of the Government of the United States or of the state by force, violence, or other unlawful means shall not be permitted.
Administrative Regulation (AR) 1330 was established by the Moreno Valley Unified School District Board to aid in governing of The Civic Center Act and ED Code Section 38130 – 38139.
AR1330 is reviewed and adopted by the School Board annually. Fees are subject to annual increase based upon the cost of living and consumer index, and is approved by the Board.

The District reserves the right to refuse the use of facilities if the request is more than the District will be able to handle. Additionally, the following activities are strictly prohibited:
- Any activity forbidden by law or Education Code
- Consumption of alcoholic beverages, illegal drugs, or smoking (including vaping)
- Air rifles, pistols, BB guns, flow guns, or dart guns
- Bows and arrows, guns, or fires of any type
- Golf, skateboards, model airplanes/cars, drones
