Begin ONLINE REGISTRATION & PRE-enrollment process

Upon completion of the online registration (Pre-enrollment) an Enrollment Technician from the Welcome and Registration Center will contact you via email to finalize the registration for your student. Please make sure to submit all of the required documents to prevent any delays in the enrollment process.

If a language other than English is spoken in the home, that student must be screened for English language proficiency according to California State Department of Education Regulation. This process is not optional.

Since the results of this screening process for students in grades K-12 provide the staff with information which may indicate the need for English language development assistance, we must conduct the assessment prior to the student's placement in school.

Each student is tested individually. Results of the assessment will be shared with the parent and/or guardian. You will leave the session with documentation the schools need to continue the enrollment process.

• The testing process for grades K-2 takes approximately 30 minutes

• Testing process for grades 3-12 takes 45 minutes

What is an intra-district transfer request?

• The intra-district transfer procedure is the method in which a student can request to attend a school outside his or her school of residence attendance boundary. 

• Intra-District transfers are available only to students who reside in Moreno Valley Unified School District (MVUSD). 

• Parents or guardians may submit an Intra-District Transfer request to have your student attend a school that they are not assigned to according to your address.

Timelines

• The Open Enrollment period for filing transfers for the next school year begins the first school day after Winter Recess and closes the second Friday in March.

• Notification of decisions on transfers for traditional schools filed during the open enrollment period will be made by the last Friday in June.

• A student approved for a transfer must begin attendance two days of the start of a new school year or within two weeks after the date of approval during the school year or the transfer will become void.

Eligibility

Per the 1994 Parental Choice Law, intra-district transfer approvals are based on the number of requests received versus the number of spaces available. If more intra-district transfers are received than there are spaces available, the seats will be filled using a random unbiased drawing method.

A transfer is contingent upon the general procedures and rules on which transfers are granted.

• High school students must adhere to the California Interscholastic Federation (CIF) rules governing transferring from one high school to another. Contact your home high school to be apprised of the most recent rules.

• Parents/Guardians will furnish transportation at their expense for their child to attend the school requested.

• An approved transfer will be reviewed annually to assure that the transfer continues to meet these guidelines and the district regulations for transfers.

• When changing school levels (elementary to middle; middle to high), a new transfer must be filed.

• A transfer is approved in accordance with the Administrative Regulations 5116.1 and the student should abide by all school rules and procedures.

• A student may have the transfer revoked and be transferred back to the school of residence for any of the following reasons:

1. Falsifying information (for example: Residence/Address)

2. Unsatisfactory school attendance record (including tardiness)

3. Lack of acceptable academic progress

4. Repeated unacceptable behavior/discipline violations

5. Failure to provide transportation

6. Owing of funds to the school district

7. Ceasing to participate in a specialty program or school program designed with special entrance criteria (i.e. Magnet program, GATE)

What is an inter-district transfer request?

• The Inter-District Transfer procedure is the method in which a student can request to attend a school outside his or her resident school district.
• Requests for Inter-District transfers are initiated in the district in which the student resides.

How to apply

• Applications are available at the Welcome and Registration Center for students applying for transfer out of the Moreno Valley USD and can also be found below.
• These requests are not renewable. A new request must be initiated and filed each year and should be filed during the open enrollment period.

Please note: All transfer applications submitted after this deadline will be reviewed and accommodated on a space-available basis and may not be reviewed until after the first day of school.

Status of requests

• A decision on a transfer request may mean approval, denial or placement on a waiting list. Waiting lists are valid for the current school year only and will be reviewed by trimester at the elementary level, and by semester for middle and high schools.
• Students should continue at their current school of attendance until notification of an approved transfer is received.

What is an Intra-district Special Circumstance transfer request?

• An Intra-district transfer Special Circumstance procedure is the method in which a student can request to attend a school outside his or her school of residence attendance boundary. This transfer is only accepted when Open Enrollment for transfers has closed.
• Intra-District Special Circumstance transfers are available only to students who reside in Moreno Valley Unified School District (MVUSD). 
• Parents or guardians may submit an Intra-District Special Circumstance Transfer request to have your student attend another MVUSD school due to an “Extenuating factor”.  Intra-district Special circumstance transfers can be applied for during the first week of August throughout the school year.

The mission of the MVUSD Transportation Department is to provide the safe and efficient transportation of the District’s students, to and from school, sporting events and special activities; as well as to provide professional development of our employees so that we can provide the best possible service to the students of our District.

The MVUSD Transportation Department travels approximately 1.2 million miles annually transporting 4,500 students daily over the 77 square mile service area of the District. The department operates 117 school buses, 38 which are zero emission electric, 26 Compressed Natural Gas, 18 are Propane powered.

To qualify for a Bus Pass, your student must live outside the following bussing zones:

• Elementary Schools: more than 2.5 miles

• Middle Schools: more than 3.5 miles

• High Schools: No bussing; with the exception of Special Needs students only.

Beginning in the school year 2022/23,  California has implemented  a statewide Universal Meals Program for school children.

We are pleased to inform you that all MVUSD K - 12 students qualify to receive a healthy breakfast and lunch at no charge.  When enrollment and registration are approved, your student will have access to one free breakfast and one free lunch each school day at no cost to your household.

If your student has special dietary restrictions, please inform the school health technician or school nurse.  Necessary forms will need to be completed to ensure dietary needs are met.

We do need your help to ensure adequate funding is available to support educational programs that will directly benefit your child. Please complete the School Funding Form (LCFF Form) through the Annual Information Update.

The online academy offers a flexible and alternative learning experience for students who thrive in an independent learning environment. Students who attend MVOA engage in virtual instruction through district-issued Chromebooks.

The DLI program is designed to help participating students to develop proficiency and academic competency in English and Spanish. The ultimate goal of this program is for students to become bilingual, bi-literate, and multicultural.
