New Students (Registration)

Registration for the 2025-2026 school year will begin March 10, 2025. Transitional Kindergarten (TK) students must be born within these dates: September 2, 2020 and September 1, 2021.

If your child is new to the district, you are in the right place. We are so excited to welcome your student to our MVUSD schools!

2 - Immunizations

This content is part of California Department of Public Health's information about education in the State of California.

Entering TK/Kindergarten

Students entering school must show proof of the following immunizations:

Immunization	Dosage
Diphtheria, Pertussis, and Tetanus (DTaP/Tdap)	Five (5) doses
Polio	Four (4) doses
Measles, Mumps, and Rubella (MMR)	Two (2) doses
Hepatitis B	Three (3) doses
Varicella (chickenpox)	Two (2) doses

Entering 7th Grade

Students entering 7th grade must show proof of the above immunizations, in addition to the following:

Immunization	Dosage
Tetanus, reduced Diphtheria, and acellular Pertussis (DTaP/Tdap)	One (1) doses

Note: A dose of “DTaP” will not meet this requirement if it was given before age 7. “Td” does not meet the requirement.

Senate Bill 277 - Exemptions

Effective January 1, 2016, parents or guardians of students in any school or child-care facility, whether public or private, will no longer be allowed to submit a personal beliefs exemption to a currently-required vaccine.

Students will no longer be required to have immunizations for entry if they attend:

A home-based private school or
An independent study program with no classroom-based instruction.

However, parents or guardians must continue to provide immunization records for these students to their schools, and schools must continue to maintain and report records of immunizations that have been received for these students.

Students who have an individualized education program (IEP) should continue to receive all necessary services identified in their IEP regardless of their vaccination status.

3 - Proof of Residency

Proof of Residency:
- Gas, Water or Electric Bill (No telephone, insurance or cable will be accepted)
- Lease agreement or closing escrow papers
- Mortgage Statement
- Bank Statement
- DPSS Statement

The documentation must be dated no later than sixty (60) days prior to registration and must show the parent/guardian’s name and current address in the Moreno Valley Unified School District. If acceptable current proof of residency cannot be shown, a Residency of Affidavit will be required. (Form available upon request).

In lieu of a utility bill, we will accept a letter of intent for hook-up services from the gas, water, or electric company with escrow or lease agreements.

Language Assessment

If a language other than English is spoken in the home, that student must be screened for English language proficiency according to California State Department of Education Regulation. This process is not optional.

Since the results of this screening process for students in grades K-12 provide the staff with information which may indicate the need for English language development assistance, we must conduct the assessment prior to the student's placement in school.

Each student is tested individually. Results of the assessment will be shared with the parent and/or guardian. You will leave the session with documentation the schools need to continue the enrollment process.

The testing process for grades K-2 takes approximately 30 minutes

Transfers

Open Enrollment for Intra and Inter District Transfers will begin January 13, and end March 14, 2025; for the 2025/2026 school year.

In the Moreno Valley Unified School District, we value student's voice and strive to honor their school choices. We have several outstanding programs across the district and will do our best to provide students the opportunity to attend a school that offers programs aligned with their interests.

Intra-district (Transfer between MVUSD Schools)

Current students may attend a school that is outside of their "assigned home school" as long as they live within the MVUSD district boundaries and space is available at the school of choice. Parents or guardians can make this request via the intra-district transfer process.

Open Enrollment for Intra and Inter District Transfers will begin January 13, and end March 14, 2025; for the 2025/2026 school year.

What is an intra-district transfer request?

The intra-district transfer procedure is the method in which a student can request to attend a school outside his or her school of residence attendance boundary.
Intra-District transfers are available only to students who reside in Moreno Valley Unified School District (MVUSD).
Parents or guardians may submit an Intra-District Transfer request to have your student attend a school that they are not assigned to according to your address.

Timelines

The Open Enrollment period for filing transfers for the next school year begins the first school day after Winter Recess and closes the second Friday in March.
Notification of decisions on transfers for traditional schools filed during the open enrollment period will be made by the last Friday in June.
A student approved for a transfer must begin attendance two days of the start of a new school year or within two weeks after the date of approval during the school year or the transfer will become void.

Eligibility

Per the 1994 Parental Choice Law, intra-district transfer approvals are based on the number of requests received versus the number of spaces available. If more intra-district transfers are received than there are spaces available, the seats will be filled using a random unbiased drawing method.

A transfer is contingent upon the general procedures and rules on which transfers are granted.

High school students must adhere to the California Interscholastic Federation (CIF) rules governing transferring from one high school to another. Contact your home high school to be apprised of the most recent rules.
Parents/Guardians will furnish transportation at their expense for their child to attend the school requested.
An approved transfer will be reviewed annually to assure that the transfer continues to meet these guidelines and the district regulations for transfers.
When changing school levels (elementary to middle; middle to high), a new transfer must be filed.
A transfer is approved in accordance with the Administrative Regulations 5116.1 and the student should abide by all school rules and procedures.
A student may have the transfer revoked and be transferred back to the school of residence for any of the following reasons:

Falsifying information (for example: Residence/Address)
Unsatisfactory school attendance record (including tardiness)
Lack of acceptable academic progress
Repeated unacceptable behavior/discipline violations
Failure to provide transportation
Owing of funds to the school district
Ceasing to participate in a specialty program or school program designed with special entrance criteria (i.e. Magnet program, GATE)

Notes:

Parents of New Kindergartners may file an intra-district transfer prior to the registration of their child.
Application for an intra-district transfer does not register a child in the Moreno Valley Unified School District. Registration for new students in our district is a separate process.

Inter-district (Students desiring to attend a district outside of MVUSD)

Inter-District Transfers (Students within MVUSD) Inter-District Transfers (outside MVUSD) are for students who ARE assigned to the Moreno Valley Unified School District by boundary location. Parents or guardians must receive an approved Inter-District Transfer to attend another district.

What is an inter-district transfer request?

The Inter-District Transfer procedure is the method in which a student can request to attend a school outside his or her resident school district.
Requests for Inter-District transfers are initiated in the district in which the student resides.

How to apply

Applications are available at the Welcome and Registration Center for students applying for transfer out of the Moreno Valley USD and can also be found below.
These requests are not renewable. A new request must be initiated and filed each year and should be filed during the open enrollment period.

Please note: All transfer applications submitted after this deadline will be reviewed and accommodated on a space-available basis and may not be reviewed until after the first day of school.

Status of requests

A decision on a transfer request may mean approval, denial or placement on a waiting list. Waiting lists are valid for the current school year only and will be reviewed by trimester at the elementary level, and by semester for middle and high schools.
Students should continue at their current school of attendance until notification of an approved transfer is received.

Intra-District Special Circumstance Transfer

Current students may apply for Intra District Special Circumstance transfer after Open Enrollment for transfers has closed. Parents or guardians can make this request via the Intra-District Special Circumstance transfer to another school within the district for extenuating factors/circumstances.

What is an Intra-district Special Circumstance transfer request?

An Intra-district transfer Special Circumstance procedure is the method in which a student can request to attend a school outside his or her school of residence attendance boundary. This transfer is only accepted when Open Enrollment for transfers has closed.
Intra-District Special Circumstance transfers are available only to students who reside in Moreno Valley Unified School District (MVUSD).
Parents or guardians may submit an Intra-District Special Circumstance Transfer request to have your student attend another MVUSD school due to an “Extenuating factor”. Intra-district Special circumstance transfers can be applied for during the first week of August throughout the school year.

What if I need transportation?

The mission of the MVUSD Transportation Department is to provide the safe and efficient transportation of the District’s students, to and from school, sporting events and special activities; as well as to provide professional development of our employees so that we can provide the best possible service to the students of our District.

The MVUSD Transportation Department travels approximately 1.2 million miles annually transporting 4,500 students daily over the 77 square mile service area of the District. The department operates 117 school buses, 38 which are zero emission electric, 26 Compressed Natural Gas, 18 are Propane powered.

To qualify for a Bus Pass, your student must live outside the following bussing zones:

Elementary Schools: more than 2.5 miles
Middle Schools: more than 3.5 miles
High Schools: No bussing; with the exception of Special Needs students only.

Where can I apply for free or reduced meals?

Beginning in the school year 2022/23, California has implemented a statewide Universal Meals Program for school children.

We are pleased to inform you that all MVUSD K - 12 students qualify to receive a healthy breakfast and lunch at no charge. When enrollment and registration are approved, your student will have access to one free breakfast and one free lunch each school day at no cost to your household.

If your student has special dietary restrictions, please inform the school health technician or school nurse. Necessary forms will need to be completed to ensure dietary needs are met.

We do need your help to ensure adequate funding is available to support educational programs that will directly benefit your child. Please complete the School Funding Form (LCFF Form) through the Annual Information Update.

The DLI program is designed to help participating students to develop proficiency and academic competency in English and Spanish. The ultimate goal of this program is for students to become bilingual, bi-literate, and multicultural.
