Citizens Oversight Committee
In accordance with State law, the Moreno Valley Unified School District Board of Education established a Citizens’ Oversight Committee to monitor the projects and expenditures of revenues received from Measure A, the school bond initiative approved by the voters in March 2004. Appointed by the Board on April 26, 2004, the nine-member committee represents various segments of the community as listed below. (Members may not be District employees, officials, vendors, contractors or consultants.)

The purpose of Citizens’ Oversight Committee is to ensure that the bond revenues are spent only on projects listed in the bond projects list, that no funds are used for salaries or general operating expenses, and report to the community at least once per year on the progress of Measure A projects. The activities of the committee may include:

Receive and review copies of the annual, independent performance audit conducted to ensure that the bond revenues have been expended only on the specific projects listed in Measure A;

Receive and review copies of the annual, independent financial audit of the bond revenues from Measure A;

Inspect facilities and grounds to ensure that bond Proceeds will be expended for the purposes set forth in the bond measure approved by the voters;

Receive and review copies of any deferred maintenance proposal or plans developed by the District; and
-
Review efforts by the District to maximize Bond Proceeds by implementing cost-saving measures.
